Rubick is the great and powerful wizard of DotA.
He's got four magical powers (more or less), starting with "Lofty Thinking" -- an uplifting conversation that proves you had the brains all along.
"Cardio Shock" shows your enemies compassion by first weakening and then killing them quickly. Aww, you have a heart afterall.
His third power is the passive "Metal Mettle" -- which protects his merry band from magic giving them the courage to stand and fight.
Ulti-time! "Mage Mimic" let's the wizard steal other people's magic spells to give your enemies a taste of their own medicine.
With "Lofty Thinking" you can hand out diplomas for higher learning, with "Cardio Shock" you can break some hearts, with "Metal Mettle" you can hand out some medals, and with "Mage Mimic" you can freeze or vanish or zappy or fly or -- whatever.
So what about items?
He's a grand wizard -- get him a staff.
He's always giving gifts -- think tons of auras.
Arcane Boots and Force Staff are the most popular. Add on Boots of Travel just in case you need to get home in two seconds and start with a bottle because the best way to melt a witch is with a little bit of water.
